Why The Best Policies Are Often Invisible. I had a conversation with Professor Terence Ho a while back. One of the insights we uncovered was that policymakers often face a dilemma: the costs incurred are obvious, but the benefits enjoyed are often hard to quantify, delayed and, sometimes, invisible. What's the tangible benefit of Gardens By The Bay? What's the tangible benefit of a nationwide health screening exercise? What's the tangible benefit of COEs? We know how much they cost to a certain extent. However, the exact benefits are often not known in advance. This is where the Government must step in, take decisive action and implement policies it considers vital for the country's long-term interest.

It is clear that deregulation of health care and raising the costs for the most vulnerable will not improve the US failed condition. Providing only for those who are least likely to get sick (at least for now) and denying basic healthcare for those who can least afford it as it exists now will assure another massive failure in defense against future pandemics.
