#TalentManagementTuesday In a 1996 report titled, "Quality of Life in the US Marine Corps," the most significant finding was: "for the first time statistical evidence is available to show that perceived QOL (quality of life) has real behavioral consequences. As a result, it can be shown that maintaining quality of life is not only the "right thing to do," but is also essential to organizational effectiveness." Takeaway--statistically it was proven that quality of life impacts readiness. When budgets are discussed, this is extremely important (investments in people vs. modernization). Many may conclude an investment in equipment equates more directly to readiness, but as this analysis proves, an investment in people, specifically quality of life, directly equates to an investment in readiness. Second, and perhaps something that goes against the emphasis placed by the USMC on the "intangibles" of military service, but the study concluded, "For the most part, it is easier to change conditions than to change individuals," when discussing the optimism among survey respondents displayed as being statistically insignificant when determining QOL factors. I recently released the Navigation Plan for America’s Warfighting Navy, and for #FoundationFriday, I’m emphasizing my project 33 target to “restore critical infrastructure” that generates, sustains, and postures the force for the fight. Shore readiness is essential for getting more players on the field to fight and win. This is true across the world. In any potential conflict, we will rely on a global network of installations, dry docks, and other facilities to generate and sustain ready forces, and that is the reason I prioritize Foundation as we prepare our Navy to fight and win anywhere in the world. The Navy's 45-day #shipbuilding delivery review, ordered by Navy Secretary Carlos Del Toro in January 2024, reportedly states the future USS District of Columbia (SSBN-826) is projected to be 12-16 months late. This would push delivery of SSBN-826 until October 2028 or early 2029. The #USNavy Fiscal Year 2025 budget still lists SSBN-826 as delivering in October 2027. The largest hurdle for the #submarines is reportedly the bow module, with additional delays from the steam turbines that Northrop Grumman is under contract to build for the Navy. Caudle emphasized the need to work with what is available. The Global Maritime Response Plan is positioned as a "holistic, full-spectrum, all-hands-on-deck plan" designed to address the increased demand for naval combat power. 💡 Key Features: Holistic Approach: A comprehensive decision matrix covering all aspects of warfare. Immediate Response: Focused on utilizing current resources to address present threats without delay. Shift to Wartime: Designed to provide the Chief of Naval Operations with the ability to transition the Navy from peacetime to wartime effectively. 🚀 Purpose and Development: Adm. Caudle stressed the urgency of addressing today's threats without waiting for expensive solutions. The plan aims to control how the Navy transitions to a warfighting footing to support operational commanders. The development is well underway, with a focus on decision support matrixes and response conditions. 🔍 Testing and Implementation: Looking ahead, Adm. Caudle expressed anticipation for testing the Global Maritime Response Plan during fleet exercise scenarios. The goal is to create a document that functions as a coaching package, aiding fleet commanders in supporting forward commands. 🌐 Beyond the Fleet Response Plan: While emphasizing that the Global Maritime Response Plan is not a replacement for the Fleet Response Plan, Adm. Caudle clarified its complementary role. Today, the F-35 is the Pentagon’s most expensive weapon system. U.S. operates 630 of the aircraft. Plan of record is to purchase 2,500 by the mid-2040s and to continue operating them through the 2080s.   Government Accountability Office (GAO) said in a report this year that the total costs to sustain the F-35 fleet through 2088 would be more than $2 trillion. An individual aircraft will cost more than $6 million annually to operate and sustain. US Navy, Marines and Air Force have each projected a decrease in flying the F-35, which has not had a single model meet mission goals from fiscal 2019 through 2023. Lockheed also continues to deliver the aircraft late. GAO also said in the report that 70% of its recommendations have not been addressed by the Pentagon, including creating a new sustainment strategy or reassessing Lockheed’s responsibility for sustainment.
