In this week's news: Boeing won't bid on more fixed price contracts, particularly for the Air Force's collaborative combat aircraft effort. > Also in the news this week, the company is still working on the new Air Force One, a notorious fixed price deal that has run majestically over its initial $3.9 billion budget by more than $2 billion. Air Force acquisition head Andrew Hunter made some headlines with comments this week. > Lockheed Martin won't be getting fully paid even though deliveries of F-35s resumed because they come with only a partial version of the Technology Refresh 3 upgrade. > And he's working on what an altered acquisition strategy for the Sentinel program will look like, following the latest review that promised the program will continue with modifications. The new approach may compete portions of the contract previously awarded to Northop Grumman. DoD released its latest Arctic Strategy. > It articulates a monitor-and-respond approach in line with the 2022 National Defense Strategy. > It calls for a three-prong effort: enhance DoD's Arctic capabilities, deepen engagement with Allies and partners, and exercise our forces to build readiness for operations at high latitudes. > Part of the justification for a new strategy: Russia and the People's Republic of China are working together more. > And just yesterday, we got news of Russian and Chinese bombers flying together near Alaska. OPINION: "The problems with the Collins class began early. The building and delivery of the boats became highly politicised and the negative aspects that can reasonably be expected from any complex project—cost overruns, schedule slippages and technical problems that take time and effort to resolve—became consistent headline fodder. 'Dud subs' was a label that stuck. "That perception could have been put to bed once all the bugs had been ironed out and the submarines successfully put into use. "Instead, in the years following the delivery of the last of the Collins-class in 2003 and the resolution of most of the remaining technical issues, a new set of negative headlines started to appear. Partly through publicly available sources and partly through leaks from disaffected people within the submarine service and industrial support base, the parlous state of the fleet was revealed. A series of studies and reviews over the years—as many as 18 by some counts—identified issues and made recommendations but nothing seemed to make a lasting impression. "Within the world of submarine management, relationships between the operator (the navy), the contractor (ASC, a government-owned enterprise based in Adelaide owned by the Department of Finance) and the group within the Department of Defence responsible for project management (the Defence Materiel Organisation—DMO) had become highly dysfunctional and occasionally outright hostile. "By 2011, it was clear that something drastic had to be done. The long lead time for the Collins-class replacement meant that discussions for the successor class needed to start and early decisions about the direction of that project would be required. But it simply wasn’t possible to get traction on another very expensive submarine project when the existing fleet was essentially moribund—it would seem a case of throwing good money after bad." The Pentagon's decision to reduce the flying hours of the F-35 jet due to high maintenance and operating costs is certainly concerning. As highlighted in a recent report, there are various factors contributing to the F-35's readiness issues, including a heavy reliance on contractors and a lack of spare parts and support equipment. It is encouraging to see efforts being made to reduce sustainment costs for the F-35 program, with a 34% decrease in the cost per tail per year and a significant drop in the cost per flying hour. However, there is still more work to be done to ensure that the F-35 fleet remains mission-ready and cost-effective. The Pentagon's exploration of a performance-based logistics contract with Lockheed Martin could be a step in the right direction to improve program performance and reduce costs. However, the recent pause in negotiations with Lockheed does raise concerns about the future sustainability of the F-35 program. As we look towards the extended service life of the F-35 until 2088, it is crucial that the government and industry work together to address the sustainment challenges facing the program. Failure to implement key recommendations made by the GAO over the years could further hinder the F-35's readiness and effectiveness. It is essential that we prioritize the long-term sustainability of the F-35 program to maintain mission readiness and enhance deterrence capabilities. 📰 The U.S. Navy has awarded Boeing a $3.4 billion contract to begin manufacturing 14 P-8A Poseidon aircraft for the Royal Canadian Air Force and three additional P-8s for the German Navy. Last year, Boeing and CAE signed teaming agreements to expand multi-mission platform collaboration in Canada, Germany, and Norway. These agreements use the complementary capabilities of each company to provide superior management, technical, and cost-effective training solutions for the P-8A Poseidon program. Currently, 200 P-8s are in service or on contract across nine countries including the United States, Australia, India, United Kingdom, Norway, New Zealand, Republic of Korea, Germany, and Canada. Pratt & Whitney receives a $355 million F100 engine sustainment contract from South Korea Pratt & Whitney, an RTX business, was awarded an F100 engine performance-based logistics (PBL) sustainment contract by South Korea’s Defense Acquisition Program Administration (DAPA). This contract, with a base value of $355 million, is the third consecutive PBL contract Pratt & Whitney and DAPA have signed since 2012, offering on-going maintenance support for the Republic of Korea Air Force’s (ROKAF) F-15 Eagles and F-16 Fighting Falcons. “For just over a decade, we have worked with DAPA on these performance-based logistics contracts to establish a more strategic sustainment solution for the ROKAF fighter fleet, these contracts are a win-win for both customers and industry because they offer more efficient affordability and availability.” Chris Johnson, vice president of Fighter and Mobility Programs at Pratt & Whitney This contract is the latest initiative in an enduring partnership between Pratt & Whitney, DAPA and ROKAF, and it will support more efficient depot planning and improve overall fleet readiness through long-term material forecasting.
