A new provincial funding agreement for Nova Scotia's universities, is set to start on April 1. This agreement requires universities to address student housing issues by providing housing for 15% of full-time students or demonstrating efforts to do so by October 2025, or they may face enrollment caps. This is particularly challenging for Dalhousie University, NSCAD, and Cape Breton University, which currently do not meet the 15% housing threshold. The agreement also includes a 2% cap on tuition increases for Nova Scotian undergraduates but mandates a 9% increase in tuition for international students at most schools. 2023 Trend #3: PLAN AHEAD AND EXPECT SURPRISES. This year, the government revamped the Free Application for Federal Student Aid (FAFSA). If we have learned anything from the FAFSA update this year, it's this: expect the unexpected. After months of revision, the new form was released over the holiday break when schools and most offices were closed. TOTALLY not ideal. For ALL of my students, however, we applied early and many students received merit Presidential Scholarships. Merit scholarships are solely based on a student's application and academic achievements (and not their financial need). Although the FAFSA may impact some school aid, it won't impact ALL of their packages thus making college more affordable. #planahead #affordableeducation #fafsa #collegeadmissions

With all the talk and policies related to international students and housing I wanted to drop a reminder - the domestic students are coming in bigger numbers too! Canada's domestic numbers have started rising and the blue and red lines are rising for quite a while. Do your enrolment plans and student housing strategies account for this group too? Seems like the Government of Alberta sees the need to build a significant number of new school places over the next 10 years to increase capacity. As anyone in the market will know, there are only 2 bidders for their current P3 batch of schools and I wouldn't bet against a certain bidder to win the batch given the dominance of their FM solution in the Province and knowing how that impacts the NPV that the procurement will be judged on (even if there is a subjective "quality" aspect to the evaluation criteria - let's not pretend otherwise). Assuming a good proportion of these future schools will be privately financed the key question is, how does a Province entice bidders back to a P3 procurement process to ensure there is a successful outcome?
