In this new paper with Tasos Kitsos and Korneliusz Pylak we look at the new firm creation, and consider interdependence between presence of knowledge intensive business services and other sectors. High density of already existing firms is good for entry, but not when these firms are already old. In contrast, presence of young incumbent firms supports entry. https://lnkd.in/efHmUgHp

I'm thrilled to present our last report with Emmanuelle Auriol at the 4th LTI@UniTO conference. In this report, 👉 we present the different modes of private participation in infrastructure financing and their respective sectoral and regional importance, with a focus on the European Union (EU). 👉 We proceed with a review of the empirical evidence on the performance of PPP contracts, which is focused on renegotiations interpreted as a sign of bad PPPs management (i.e., inability to commit) in academic circles. 👉 We conduct a theoretical analysis of PPPs contracts, internalizing the risk of exogeneous shocks that might impact the contract profitability and justify renegotiations. 👉 We then conduct an empirical analysis of renegotiations in PPPs leveraging a new database from the EU to assess whether renegotiations respond to some efficiency imperative, or on the contrary, are the sign of bad management on the part of the authorities. 👉 We conclude with some policy recommendations. Just attended the panel discussion on #Digital #Regulation at the #ACE Conference at #Bocconi University on competition economics, featuring insights from Fiona Scott Morton, Hans Zenger, Giulio Federico, and Giacomo Calzolari (European University Institute), chaired by Assimakis Komninos. The panel delved into the European Commission's draft guidelines on Article 102 TFEU, sparking a critical debate. The obvious key takeaway: the draft guidelines are heavily focused on - often inconsistent - legal precedents and case law, at the expense of integrating robust economic analysis. This raises important questions about the balance between legal frameworks and economic principles in ensuring effective competition policy. Events like this highlight show much work remains to strike the right balance in competition enforcement. Looking forward to seeing how these guidelines evolve with input from experts in academia, practice, and institutions!
