🏘 Today, the PLG on Housing Market & Housing Delivery hosted a panel of elected colleagues and industry leaders for a discussion at UK Construction Week, focussing on the need to consider a balance between brownfield and greenbelt development with regards to UK housing delivery. The discussion explored: - The need to reevaluate the Government's brownfield first focus in order to adequately address the housing supply gap - Properly equipping the planning system with the skills and funding required to effectively manage current capacity - A wider acceptance is needed of the reality of the greenbelt, much of it is not actually green - Reintroduction of local housing targets and a nationwide focus on making sure that up-to-date local plans are in place 🗣 Thank you to our panellists, participants and colleagues at UK Construction Week who helped organise the event. A recent survey across four major urban areas shows that close to 80% of respondents view brownfield regeneration as a positive force for improving their local environment. Harnessing this support will be crucial to unlocking housing delivery and growth through Government policy, which research has shown could bring up to 1.3 million new homes, 1 million jobs and £185 billion in GVA by 2035. Recognising that private sector developers also have an important responsibility to local communities across the UK, we're collectively adopting three new commitments ahead of any new policy change to play our part, alongside Landsec and Berkeley: ✅ We will review our brownfield urban regeneration projects to ensure that they are optimised and the benefits urban communities want to see are delivered. ✅ We will engage proactively with local communities to involve them in shaping the opportunities of brownfield development from the outset, as well as during construction and once built. ✅ We will continue to challenge ourselves and explore new ideas to ensure our engagement is inclusive, representative and equitable. Leeds City Council's Development Plan Panel have met today to discuss the contents of the progress update on the Leeds Local Plan 2040 (LLP2040). The Emerging Growth Strategy will comprise the following elements which are subject to consultation in due course: • Urban intensification and development on previously developed land; • Infrastructure and new development; • Meeting local needs for affordable housing; • The changing nature of commercial development and needs for employment land; • The spatial distribution of housing and economic growth; • Leeds Transformation Regeneration programme; • The Role of Green Belt as part of the future Growth Strategy; and • Approach to Site Assessment. One site at a time… 🏘️ Last night, we secured committee support for 40 homes in the Green Belt! This decision won’t solve the housing crisis but is a step in the right direction. It’s also an example of the pragmatism currently being shown by St Albans City and District Council. Members know that new homes are needed in the area and understand the inevitability of using Green Belt land as part of the solution. While 40 homes in the Green Belt won’t grab many headlines, it is sites like this that are so desperately needed. It will be acquired by a medium-sized local housebuilder and built out within a couple of years. The proposals include 35% affordable housing and over £700,000 investment in infrastructure. Large, strategic-scale sites are great but these smaller ones really help too. Bayside City Council is currently the epicenter of State Government Planning Intervention with Suburban Rail Loop Authority, #ActivityCentreProgram, and Level Crossing Removal Project. Following the release of the SRL Precinct Directions there appears to be a strong focus on maximise built form outcomes with limited regards for the impact on the community. Any approach to high quality planning outcomes needs to have regard to those who live in that location, not just about those future residents; providing community infrastructure that does not cost shift and place a financial burden on local government and communities; understanding of the building industry and the ability to deliver housing outcomes in what is highly taxed and financially burdened. BRIDGE Housing Corporation, Portland Housing Bureau and Tri-County Metropolitan Transportation District of Oregon will officially break ground on a 224-unit affordable housing project in Portland, Ore., later this week: https://lnkd.in/d2HcUbEJ

On 9 July 2024, the Department of Planning, Housing, and Infrastructure released state-led rezoning proposals for the first three Accelerated Transport Oriented Development Program (TOD) Precincts. The precincts include Kellyville-Bella Vista, Hornsby and Macquarie Park which are set to deliver up to 30,000 new homes close to jobs, transport, open space, shops and nightlife. Kellyville-Bella Vista: • 20,700 new homes • Mandatory affordable housing contribution of 3-8% • 10,000 jobs Hornsby: • 5,000 new homes • Mandatory affordable housing contribution of 5-10% • 3,450 jobs • Potential for up to 12,000 m2 of open space for new and upgraded parks, a new library, community centre, cultural and creative facilities Macquarie Park: • 4,600 new homes • Mandatory affordable housing contribution of 10-15% • Potential to use E2 Commercial Centre zoned land to deliver an additional 5,069 Build-to-Rent homes Public exhibition on the rezoning proposals for the three precincts will occur from 9 July to 9 August 2024.
