We are architects working with Magna Housing Ltd , Rollalong Ltd and Wiltshire Council on a Proof of Concept (PoC) use of Cat 1 offsite volumetric constructed homes built In Dorset across a range of sites in the South West. A key challenge, opportunity and area that requires further advocacy is the; “the MMC Interface with People and Place” This is twofold. It echoes the literal opportunities to reduce procurement interfaces through the use of MMC and potentially prove a reduction in ongoing asset management costs and defects thereby improving the relationship between tenants and providers but also it identifies the importance of the interface between the ‘development’ and the ‘place’ . The planning process is important and the contextualisation of homes to integrate with it’s neighbours is important – the process of contextualisation involves integrating responses to housing need, form and massing, conservation and heritage, ecology and biodiversity, drainage and parking strategies access permeability etc. i.e. everything assessed by planning. The decades of delivery of poorer volume housebuilding where communities have sometimes been ‘done too' by PLC profit driven housing solutions has left a legacy of distrust of volume house-building, which, Cat 1 Volumetric MMC (alongside other MMC solutions) often gets associated with, but we know it can respond to these planning issues in a whole range of positive ways as well as incorporating other low carbon infrastructure solutions. Planning process suggestion One major problem as we know is the time taken to resolving these broad ranging and complex planning issues and we have been debating if there isn’t an evolution of the outline and reserved matters (RM) processes in the use of MMC; where a slightly more detailed outline process replaces pre-app and agrees not only the principal of development, the quantity of homes, the access requirements and the developable area but also crucially confirms the mix based on housetypes to enable early manufacture and throughput of units sooner; before external detail and final site strategies are confirmed through RM. I believe this is essentially similar to a pattern book approach, and in recent work with Weymouth College for their course on “skills development in the use of MMC” we tried to enshrine this in the development of an MMC planning decision matrix. The RM application could then also contain sufficient detail to eliminate the need for a host of further condition applications. The planning process needs to be simplified but maintain its critical role of driving standards and delivering consistent policy as well as helping to coordinate a process that co-creates places with existing neighbourhoods. #MMC Weymouth College Complex Asset Management Solutions Ltd, Laura Young CIHCM
