Finally the penny drops... Seriously though it is good that finally people are grasping the reality of future TV media consumption. Option 1 of a more efficient DTT is not long term viable, particularly when you understand that the spectrum is more desirable to extend 5G/6G/7G mobile services, and will not match the viewing paradigm of the majority as we move forward. On Demand and viewing on IP connected devices will be the vast majority of the consumption in less than 5 years by my estimates (we are already at majority today in most homes). Option 2 of reducing to a core service is already in place over large parts of the UK as it is the normal situation - many areas of the UK only have 'Freeview Light', with one, two or three MUX services available. That core service could use less spectrum but would still cost much the same in infrastructure costs for coverage purposes. Better to only have Freeview in areas without Broadband coverage if you were going to do this. Option 3 of moving towards DTT transition (I prefer this rather than turn off as a phrase) is the only logical approach, especially when it will not waste assets like spectrium and will very rapidly cover 95% of the country, with only the coverage of the last five percent (something that has been tough for DTT) taking longer - the majority of the benefits of the investment would come much sooner than it would seem from the report, particular as inflexion points change significantly in very short time periods. Quite possibly the best option is to do Option 3 for most of the UK, with Option 2 for those areas without Broadband as more optimal approach.... But then let us see how this goes.

Here's an interesting discussion - where do you draw the line on media regulation? In Canada, I think we need to have a deep conversation about regulating what matters - and only what matters, rather than regulating by default because that's how it's always been done.

The UK’s Media Bill brings US streamers under Ofcom’s regulatory framework. Outlined in a speech by King Charles III, US streamers will be fined up to £250,000 ($308,000) or restricted in the UK entirely if they break regulations around harmful material that have applied to public broadcasters. The bill better protects children “by applying similar standards for TV to the streaming giants,” said the government’s notes on the King’s Speech. “The Bill will ensure standards are upheld on video-on-demand services through a proportionate new Video-on-demand Code, to be drafted and enforced by Ofcom.” Legacy broadcasters have had to adhere to clear Ofcom guidelines that streamers have not been subject to for way too long.
