Day 10 of trainings in south East Asia - Volume Timor Leste. Throughout these trainings it is really amazing to see some patterns of behaviours that emerge in each country. It all starts in Vietnam (I chose Vietnam as a point of reference but it doesn’t really start there). So in Vietnam there is some sort of an agreement (kinda unspoken) with China: you leave our vessels alone we leave yours alone (not sure if it is with China or Chinese Taipei), that is reciprocal. This means if either entity finds a vessel flagged to the other in their waters, they kindly escort them out. So as a result, you have an armada of Vietnamese vessels in Chinese waters and an armada of Chinese vessels in Vietnamese waters. Now, both Vietnam and China and Chinese Taipei have relatively big fleets so they tend to be the main problem of the Philippines. So when you go to the Philippines and ask: “Who” is your main problem, they are going to say: Vietnamese and Chinese vessels. The Philippines also hold an agreement with Taiwan that stipulates that if we catch a Taiwanese vessel within our waters, it has one hour to cease operations and leave. The same agreement provides Taiwanese VMS data access to the Philippines the moment these ships enter Philippines’ waters and about 10 nm out of the eastern front of the Philippines’ EEZ. Obviously, there is a big problem with China because of the claim over the South China Sea. Then you move South to Indonesia, and guess who the main culprits there are? Philippines vessels, Vietnamese vessels are some kind of a common denominator up to now, and Chinese vessels. Remember, all foreign fishing is prohibited within these waters. There are to date no agreements in place. You move further south, Timor Leste, and you ask the question, what is the biggest problem: Indonesian vessels, particularly having to do with FADs. In 2015, I published a catch reconstruction for Senegal, where I found what we called then: the spill over effect. This meant that because of increased illegal fishing within Senegalese waters, small scale boats grew in capacity and size and spilled over to other countries in West Africa to often fish illegally. Here it all starts with Vietnam agreeing to basically allow some room for illegal incursions by Taiwanese (or Chinese vessels) and maybe some level of overcapacity (too many boats chasing too few fish). Then there is a spillover to the Philippines, which spills over to Indonesia, which spills over to a Young Timor Leste which does not have much logistical capacity to deter illegal fishing.
