It brings me great joy in sharing with you our work on data highways in collaboration with JICA. This report is the culmination of many months of research and learnings from powerful manifestations of this concept in emerging nations around the world. Physical highways have been instrumental in transforming isolated localities into bustling hubs of of commerce and culture by enabling people to leverage their collective expertise and resources. Without these highways, each locality remained a silo of its own assets, stifling innovation, and missing out on lucrative business prospects. Today, in the age of digitization, and in this seemingly interconnected world, we still have data lying in isolated silos, locking out the broader ecosystem from harnessing the power of data. Unified Digital Highways (UDH), which are data sharing networks built on DPI principles, are poised to drive innovative and inclusive services for public good, and enable new business opportunities. The importance of UDH is magnified by the growing recognition of data as the backbone of the digital economy. UDH have immense potential across multiple sectors, and can even unlock exponential impact by powering artificial intelligence. Our report aims to provide a comprehensive framework for understanding and implementing Unified Data Highways. It describes the impact potential of UDH across sectors, and explains how this concept is different from the predominant paradigms of data sharing that rely on aggregation of data. By outlining 15 guiding principles across governance, technology, and execution, the report offers a strategic roadmap for building robust, scalable, and inclusive UDH. As we transition from a world of disconnected data silos to a more integrated and interoperable future, this report aims to foster informed conversation and drive greater action towards the development of UDH globally - ensuring that data is leveraged to enhance public services, create new business opportunities, and develop a more connected and equitable digital ecosystem for emerging nations globally.
