This is the question IMPACT Initiatives sought to answer with an area-based assessment on Urban Centres Regained by Ukraine. Looking at the experiences of three cities of different sizes and geographies, #Izium, #Kherson and #Trostianets, we compiled 𝐥𝐞𝐬𝐬𝐨𝐧𝐬 𝐥𝐞𝐚𝐫𝐧𝐞𝐝 𝐨𝐧 𝐮𝐭𝐢𝐥𝐢𝐭𝐢𝐞𝐬 𝐚𝐧𝐝 𝐬𝐞𝐫𝐯𝐢𝐜𝐞𝐬 𝐫𝐞𝐬𝐭𝐨𝐫𝐚𝐭𝐢𝐨𝐧 that could be guidelines in the event of Ukraine regaining control over more cities; and 𝐡𝐨𝐰 𝐭𝐡𝐞 𝐧𝐨𝐧-𝐟𝐮𝐧𝐜𝐭𝐢𝐨𝐧𝐚𝐥𝐢𝐭𝐲 𝐨𝐟 𝐮𝐭𝐢𝐥𝐢𝐭𝐢𝐞𝐬 𝐚𝐧𝐝 𝐬𝐞𝐫𝐯𝐢𝐜𝐞𝐬 𝐟𝐮𝐞𝐥 𝐡𝐮𝐦𝐚𝐧𝐢𝐭𝐚𝐫𝐢𝐚𝐧 𝐧𝐞𝐞𝐝𝐬. More generally, these findings are also relevant for other contexts experiencing urban warfare.
