When we ask people to host critical infrastructure in their communities, they are right to ask what's in it for them. Today's announcement of $371 million from the DOE to accelerate the permitting of high-voltage, interstate transmission projects in the US by supporting community infrastructure is a fascinating case of attempting to ensure community benefits through a direct investment by the federal government. It's also a striking comment on the level of public disinvestment that plagues rural and Tribal communities, with much of the funding tied to transmission projects focusing on the provision of basic public safety and health infrastructure. (Read: fire trucks, schools, community centers, groundwater protection.) This is probably not decoupling of resource development from public goods provision that model fiscal policy entails, right Mark Haggerty?, but on the other hand, in so many communities the situation is dire and the dollar figures here are significant--tens of millions to some very small places--making this a space to watch. The City of Detroit is actively engaging residents in the transformative impact of the American Rescue Plan Act (ARPA) funding, focusing on a diverse range of projects aimed at improving life in Detroit. With an allocation of $1.2 trillion, the city has outlined specific uses for these funds including blight remediation, enhancing city services and infrastructure, bridging the digital divide, supporting employment opportunities, addressing intergenerational poverty through housing initiatives, beautifying neighborhoods, and investing in public safety, small businesses, and parks, recreation, and culture. As of April 1, 2024, these initiatives are in various stages of implementation, with funds appropriated, programmed, obligated, and spent, all while ensuring that Detroiters have multiple avenues to participate and benefit from these efforts, under the mandate that ARPA funds be fully obligated by December 31, 2024, and spent by December 31, 2026. We are excited to announce we will be working with Southern California Association of Governments on the “Highways to Boulevards Regional Study.” By analyzing the existing transportation infrastructure in the region, the study will identify opportunities to reconnect communities by removing, retrofitting, or mitigating transportation facilities such as highways or railways that create barriers to community connectivity including mobility, access, or economic development. Throughout the 20th century, the building of highway infrastructure divided and displaced communities — particularly communities of color. The “Highways to Boulevards Regional Study” will support local jurisdictions competing for federal Reconnecting Communities and Neighborhoods Grant funds and provide a guide to best practices for mitigating the negative impacts of transportation facilities. Safer streets for all. Equity in infrastructure investment. Zero deaths and serious injuries from vehicle traffic. Those are the goals this $23 million federal SS4A implementation grant will enable the City of Rochester to achieve in a matter of years. In celebrating this investment in our city's future, I also highlighted the disturbing trend of drivers hitting cyclists and fleeing the scene, sending the cyclist to the hospital with often life-threatening and life-changing injuries. This has to stop. and it starts with safer streets for everyone - whether they drive, take RTS - Regional Transit Service or walk/roll/bike. Thank you Sen. Schumer, Sen. Gillibrand, and Rep. Morelle for advocating for these federal funds from USDOT and Sec. Pete. I feel bolstered every time we stand together with our partners in City government. Thanks to Mayor MALIK EVANS and Council members Mitch Gruber, PhD , Miguel Meléndez , Mary Lupien , Bridget Monroe for standing with this important work. In my previous roles as Director of Engineering in local governments, I stressed to council after council that we should be prepared to fully fund any infrastructure decision we make, and *if* there was a grant program available, it would be a bonus, not a lifeline or essential part of local government finances. With growing awareness of asset management, most infrastructure decisions are really good, but some questionable decisions I've seen: - giving breaks to developers rather than raising DCCs to cover the cost of incremental growth. - using discretionary funding sources (tourism taxes?) to provide "nice to haves" before core infrastructure that supports tourism, sustainability & the local community. - wearing out infrastructure rather than providing appropriate maintenance in the hopes that a replacement will be grant funded. - choosing options that maintain the status quo rather than developing sustainable solutions. - choosing technologies that will massively increase operating and maintenance costs because grant funding was available. Any of these type of decisions should be fair game for provinces to question before approving any grants. It should be about providing sustainable services to communities. Wouldn't it be great if there was a sustainable infrastructure decision rating system to help local governments make more sustainable decisions? Well these do exist and there are experts out there who can assist with things like the Envision rating system from the Institute for Sustainable Infrastructure.

Webinar opportunity: Building Capacity of Community-Based Organizations: Lessons Learned from the Emergency Rental Assistance Program. Thursday, Feb. 15, 2024, 2-3 pm CT. Free, but registration required. "During the COVID-19 pandemic, in 2021 the U.S. Department of Treasury deployed $46 billion to support housing stability. Without existing local and state infrastructure to quickly deploy these federal rental assistance dollars, community-based organizations (CBOs) across the country played a key role to help ensure the funding reached households that needed it most. "The infrastructure these organizations set up to deploy these funds took many different forms. In this session, experts will shed light on the innovative strategies employed by three CBOs nationwide. SLOW THE GROWTH INFRASTRUCTURE-FIRST POLICY: - Make development pay its way with strong impact fees and hard negotiations for more land donations for schools, parks, and sensitive green spaces. - End the current Commissioner’s practice of not meeting with certain stakeholders and landowners. - Require road and infrastructure improvements before houses are all built out. We can’t keep playing “catch up” on infrastructure. - Work with Metroplan and Orange County staff to prioritize road improvements (“squeaky wheel” gets the grease). - Early and regular engagement with residents to identify issues and concerns, not just at election time. - Negotiate with cellular and wifi companies for better connectivity for safety and quality of life. - Protect rural settlements in Orange County’s Comprehensive Land Use Plan.

Don't plan to register for a webinar offered through the Local Infrastructure Hub or other partners. Seems if you are not “on the list”/known to the organizers, your registration will be ignored. Even your request to obtain access to the recording of the webinar after it occurred will be ignored. I can only guess it is a staffing/resource issue. Not enough people across the partnership are willing to attend to administrative matters adequately. We will see if and when I get a response here.
