Read this interesting article about the legal battles around USF. USF charges on telecom bill can be quit substantial and greatly inflate the total cost of ownership of telecom services. It will be interesting to see if the whole way it is handled will be re-done. (My guess, is probably not until the supreme court weighs in.) One of the things I've always sought to verify is if USF is being applied is coherent manner. The Fifth Circuit Court of Appeals ruling that the Universal Service Fund is unconstitutional has been one of the most impactful events of the past few weeks in the telecommunications industry. In fairness, it's not the program but the way that the FCC collects money from subscriber bills that has been deemed unconstitutional. The funding program has been an essential component of delivering broadband in hard-to-reach, rural areas of the country for approximately 15 years, reason enough that the court ruling was truly disruptive to the entire industry.
