My favorite thing about NSC is that we look for the opportunities hidden within challenges and then draw on the expertise of our network to put forward concrete solutions. This week is a great example. Earlier this week, NSC, together with the Blue Green Alliance and the Political Economy Research Institute at UMass Amherst, released a report assessing the jobs created by the Bipartisan Infrastructure Law, the Inflation Reduction Act and the CHIPS and Science Act. Key takeaways: ✔ Over their lifespan, these new laws will support nearly 3 million jobs/year ✔Nearly 70% will require some training but NOT a bachelor’s degree. ✔These jobs will pay higher than the average hourly wage for the U.S. workforce. States have a HUGE opportunity to build a diverse, inclusive infrastructure workfore and open the door to millions of workers – particularly workers of color and women – who have been underrepresented in these fields. 📢 Here come the concrete solutions📢 Today, we released Building the Future Workforce - a playbook for state policymakers, governors, advocates and state agency leaders who want to cultivate a strong, diverse, multigenerational workforce capable of driving the development and maintenance of our nation's new infrastructure. It includes six recommendations and four case studies. "For the last 20 years we’ve been noting the same problems, and more or less trying the same solutions! It’s rinse and repeat — we don’t learn from our mistakes.” This quote from a Community worker on Canvey Island perfectly sums up both the challenge and need for a different approach to tackling regional inequalities. In particular I think it sums up the challenge of treating social issues as merely technical problems requiring technical solutions. To the person with a hammer, everything looks like a nail. so solving XYZ issue merely required deploying XYZ existing service. But what happens when you encounter a screw? A different approach is needed, and for that to happen requires more imagination than we've perhaps seen in recent years. This article from Hannah McDowall outlines the amazing work she is doing alongside colleagues and the community on Canvey Island to support exactly that alternative way of thinking, with the ultimate goal of improving the life chances of children and their families. Just cross-posting here an article I wrote about some recent work with Ruth Kennedy on Levelling Up in Essex. Local Government leaders aren't stupid. They know the world is changing fast and local democratic structures must change radically to keep up, to become the good soil they can be to the communities they serve. At the latest Stronger Things conference, the offerings on Collective Imagination for transformation were the most popular. I've worked as a social/collective imagination practitioner in local government contexts since 2018, and I've never seen such a buzz for it as there is now. But under the fizz of excitement, it's tougher than it looks. It often starts with huge enthusiasm from the top to be visionary, radical and transformational. Likewise, those working directly with the public are eager to be more relational, and see their neighbourhoods flourish. But for the people in the middle, the budget holders, it's a hard sell. After all, their role is to keep the straining machinery going as resources are stretched and stretched again. They are scared of the investment needed in staff-time to re-configure their democratic invitation to the community. It feels threatening and ambiguous - which it is! I have a lot of compassion for those middle managers, the system holds them in a tricky bind. But sometimes the conditions align for some truly great work to happen. Work that isn't expensive or disruptive to the core statutory obligations, but offers space to notice how our ways of being, seeing and doing stifle the imagination and agency of the community, and begin to change that. My hopes are that a fresh government, whose focus spans the collective and the individual will offer renewed energy, hope and encouragement for Local Governments with an appetite to imagine with their communities, to become that good soil where community agency can germinate and grow the regenerative futures we long for. Baker Jr. School of Public Policy and Public Affairs release preliminary findings for The Valley Pathways Study 👏 Valley Pathways is a landmark study to assess carbon emission levels across major economic sectors and identify opportunities for achieving a clean, sustainable future for the Tennessee Valley region. Key findings include… ⚡️ The region is home to about 3% of the U.S. population, which corresponds to 3 percent of emissions in the U.S. ⚡️ Consistent with national data, the transportation sector is the largest source of emissions in the region ⚡️ Electricity generation produces approximately 27 percent of emissions ⚡️ Buildings and industry emissions include only nonelectricity emissions but use nearly 100% of electricity generated in the Valley In a recent video about Valley Pathways, #TAEBC Executive Director Cortney Piper said: “The Valley Pathways Study should give folks that live in the valley hope, with innovation there comes change and positive change and that Innovation can be found in the valley. You don't have to look at the coasts.
