The initiative is part of the country’s broader push to expand AI capabilities and provide local researchers and startups with greater access to computing power. The Indian government has already finalised the server infrastructure and required capacity to deploy these models, Vaishnaw stated. The move follows the emergence of Chinese startup DeepSeek’s reasoning model R1, which challenges the prevailing notion that building high-performance AI models requires vast quantities of GPUs.

EU High Performance Computing (HPC) Initiative On the 9th of July, the HPC amendment has officially come into force, enabling the establishment of AI factories in Europe. These factories, equipped with AI-supercomputers, will facilitate rapid machine learning, especially for General Purpose AI (GPAI) models. This amendment empowers the EuroHPC JU to enhance access to European supercomputers for scientific and industry users, particularly benefiting AI startups and SMEs. Did DeepSeek just change the AI game? Chinese AI startup DeepSeek has reportedly built a powerful LLM using significantly less processing power, fewer resources, and in far less time than its Western counterparts. With just 200 employees (compared to OpenAI’s 3,500+ team) and a fraction of the cost, they’ve not only developed an AI model efficiently but also run it more efficiently, processing AI requests with less compute power. It surprised even Chinese leaders who went to visit DeepSeek after hearing the news. There are some also claiming that DeepSeek is not accurately reporting their full infrastructure used to avoid admitting they attained US Tech hardware that is banned from leaving the country. The impact? AI stocks took a major hit, with $650B in market cap erased from giants like Nvidia and Oracle. The perception? If AI needs less infrastructure, fewer GPUs, and lower energy consumption—what does that mean for the industry? But here’s the flip side… If AI models can become more efficient, doesn't that make AI even more scalable? Lower barriers to entry could drive higher adoption—and ultimately more demand for AI infrastructure, not less. DeepSeek’s ability to do more with less is forcing a rethink of the market. Chinese Start-ups such as DeepSeek are challenging global AI giants Last month, Chinese start-up DeepSeek stunned the global tech industry with its DeepSeek-V3, an open-source AI model rivaling more well-funded American counterparts like OpenAI. This week, it made headlines again with R1, a new model showcasing advanced AI reasoning capabilities. DeepSeek’s achievements are part of a larger trend, with Chinese tech giants like Alibaba, Tencent, ByteDance, and others closing the gap wi th US competitors, excelling in both capability and cost efficiency. China’s progress in AI efficiency is not coincidental but rather a direct response to the escalating export controls imposed by the US. Limited access to advanced AI chips has pushed Chinese companies to innovate, embracing novel algorithms, architectures, and training methods to reduce dependence on foreign technology. DeepSeek’s success exemplifies this adaptability. The model was trained in two months on Nvidia H800 GPUs—less advanced than the latest chips—at just $5.5mn, a fraction of the costs incurred by US companies like OpenAI.
