In 2021, the Saudi Government launched the "RHQ" (Regional Headquarters) program to encourage multinational companies to establish their regional headquarters in Saudi Arabia 🇸🇦.
Under this program, the RHQ is defined as a unit of a multinational group legally established in Saudi Arabia to support, manage, and provide strategic direction to its branches, subsidiaries, and affiliates in the MENA region.
The RHQ program defines a multinational company as a group of companies having at least two subsidiaries or branches in countries other than Saudi Arabia and its home country.
The Saudi RHQ should operate as a registered foreign company or branch in Saudi Arabia and has its own legal identity within the country. It must maintain a physical office, acting as the center for administrative control, overseeing the region’s operations.
The RHQ itself cannot engage in commercial activities that generate revenue. All activities are to be conducted by the company’s subsidiaries or affiliates, which must hold the appropriate licenses, such as a Service License, Commercial License, Industrial License, or other relevant licenses from MISA (Ministry of Investment).
