Last week, HSRD hosted its first web event for the homeland security community, focused on the impacts of #artificialintelligence on homeland security. It was an informative discussion, featuring subject matter experts from RAND. Carter Price opened the discussion by explaining AI as both a subject of study and a tool to be used by the homeland security enterprise in its missions. Douglas Yeung then elaborated on how AI is currently being used in DHS missions, and what the future may hold for its use in operations. Finally, Brodi Kotila, JD, PhD framed the threat landscape of AI, highlighting its potential to disrupt critical infrastructure in the U.S. We were joined by DHS employees, other federal agencies, international, state, and local government officials, educators, healthcare professionals, and interested members of the public. Attendance for this webinar exceeded expectations, reflecting how important and relevant the topic of AI and homeland security is across an array of communities. The just-out +972 story Meredith Whittaker (@mer__edith on X), President of SignalApp, refers to in her comments (below) was written by Israeli journalist and filmmaker Yuval Abraham (@yuval_abraham on X) – and is based on whistleblower accounts from inside the #IDF and #intelligence agencies. (Abraham's film NO OTHER LAND won best documentary at Berlinale in Feb. 2024). "Stopping military AI was what me + many #AI researchers at Google organized around in 2017-2018, when G started contracting w/DOD. The prob is that corp profits & visions of #military domination are more compelling to those making these calls than grounded analyses & moral clarity We argued then that a future like the present depicted in the sickening +972 reporting was in store if we didn't stop. And we were met with arguments that we shouldn't worry, because Google and DOD took ethics and governance seriously. I'm sitting this morning wondering which BigTech #cloud the 'Lavendar' [sic] & 'Where's Daddy?' systems are running on. What APIs they might be using. Industry Tech Leaders to the support against AI powered threats Artificial intelligence has become a global force, offering diverse benefits yet also introducing risks like deepfakes and AI influenced frauds. To address these challenges, the Department of Homeland Security has convened a federal panel, drawing expertise from tech giants like Google, Microsoft, and OpenAI, alongside leaders from Amazon, IBM, Cisco, AMD, and other AI model developers. Also, head of defense contractors such as Northrop Grumman and air carrier Delta Air Lines and civil rights groups such as the Lawyers’ Committee for Civil Rights Under Law are to be included in this panel. This 22-member panel, operated under an executive order from President Joe Biden, aims to establish principles for responsible AI integration, especially in defense and critical infrastructure. Including private sector leaders reflects the government's recognition of their invaluable insights and contributions.
