That's the question Ludovica Castelli and Jacopo Scita, PhD seek to answer in this excellent new report from the Bourse & Bazaar Foundation. Their report, which was supported by a grant from Ploughshares Fund, brings the research on China's expanding role as a global provider of civil nuclear technology into conversation with the research on China's deepening political and economic presence in the Middle East. China has a long way to go before it can lead on the creation of new non-proliferation frameworks in the region.
