The Microsoft Threat Analyses Center observed China-affiliated actors leveraging AI-generated visual media in a broad campaign that largely focuses on politically divisive topics, such as gun violence, and denigrating U.S. political figures and symbols. Public- and private-sector institutions need to collectively address the weaponization of technology, including AI, by cyber and influence threat actors. In its cyber operations, multiple Chinese state-affiliated threat actors have focused cyberattacks in the South China Sea region, conducting intelligence collection and malware execution against regional governments and industries. Other actors have targeted the U.S. defense industry and U.S. infrastructure, looking for competitive advantages to bolster strategic military aims. China and North Korea's expanding and honing of cyber capabilities is a matter of grave concern. The fusion of AI with influence operations represents a new dimension of warfare – the battlegrounds are now our social media feeds and our perceptions. The continuous effort by China in developing AI-generated content with the objective to sow discord among U.S. citizens underlines the necessity for the U.S. and its allies to collaborate closely on cyber defense. The report rightly emphasizes the importance of public and private sectors addressing weaponized technology. We need to remain vigilant and adaptive, ensuring that our cyber defense strategies evolve faster than the threats we face. The international community should unite in setting standards and regulations around the ethical use of AI and similar technologies. The security and sanctity of our democratic processes and systems are at stake.
