Today, Results for America released new definitions of evidence designed to help #governments more #equitably address tough challenges and fund solutions that will work in their communities. The new definitions of “evidence-based” and “evidence-building” programs encourage leaders to: ▶ Consider the full body of evidence for programs, including all relevant studies about results or implementation. ▶ Elevate information about why, how and for whom programs have worked in the past. ▶ Examine how local context may affect implementation and results, including through feedback from relevant stakeholders. ▶ Incentivize ongoing evaluation and improvement. I've spoken with so many local leaders across the country who are trying to define and prioritize evidence in their budgets and program decisions. I hope these can be helpful in these efforts! This is really useful. Context matters when it comes to impact- it is not always about change- sometimes it is about STOPPING bad stuff from happening which is a win in itself and under-valued. Ok, so the counter-factual is difficult to evidence (this could have happened if hadn't contributed towards stopping this...) but that is why understanding and appreciating the context within which an intervention or advocacy actions takes place. Thanks for the summary and links. very useful framing.

How do we stop bad stuff from happening? Duncan Green's latest post of the same title for Oxfam reminded me of the six types of impact models created by Elizabeth Ruedy. (Links below.) I use this with teams when trying to develop #theoriesofchange. I love it because when we start new programs, we are full of optimism and start from the default assumption that all programs can have a transformative impact. They can't...it all depends on what is happening in the local context. There are three impact models that are about stopping bad things from happening (click on the image to enlarge it): 🔗 (1) stabilizing impact: this is when the status quo is likely to get worse at a steady rate over time, but the program is trying to maintain the status quo (straightline it) – you can see the helpful images and examples in the handout. 💣 (2) preventative impact: when the program is trying to create resilience in the system to respond to crisis situations. The status quo will suddenly get worse, but because this strength / resilience was built up, it will not be as dire. 💩 (3) palliative impact: the system is headed towards abject failure, but the program helps it fail less...abjectly. We’ve included considerations of the type of #impact in our theory of change workbook (step 3). It’s critical to consider the type of impact when figuring out the theory of change, particulary before determining what outcomes are feasible.
