If Congress has the data showing that non-citizens are voting to deem this Act necessary, that data should be used to justify funding to pay for all citizens to obtain a voter ID card. Also, voter registration can be assigned at birth as part of birth-right citizenship along with SSN so there is no question about rights to vote.

This would keep many international adoptees, who are U.S. citizens, from voting because their original birth certificates are not U.S. birth certificates (actually issued by states). Unless they have a passport, they will be turned away at the polls

Curious if an argument using interpretations of the 24th Amendment might serve as a successful rebuff to this Brennan Center for Justice. To obtain a passport requires a financial commitment which could be interpreted as a "tax" if the fee remained in place and proof became a requirement. I would need to look further into birth certificates, but for NY State hospital births at least, the first copy is (or was) provided shortly after birth via U.S. mail to the birthing mother free of charge. The 15th might also serve as a secondary argument, but the 24th seems the stronger of the two.
