Now this is a conversation worth having. Are cost cutting measures effective if the service/product no longer meets the service outcomes? Is it effective if all the evaluative capacity is no longer in place to measure if outcomes are being met? Or was that actually the strategy behind their removal? So many questions…..no clear answers!
