Since the enforcement of GDPR in May 2018, the ICANN WHOIS database (where data of domain name registrants were open to the public) has been a focal point of the ongoing debate surrounding privacy protection and public interest. The transition from the pre-GDPR openly accessible domain name registration data to the current privacy-focused WHOIS database (where nothing meaningful can be found) has limited access to the data of domain name registrants for not only the law enforcement authorities but also the other stakeholders (such as intellectual property right owners), hindering legitimate inquiries. Introducing the Registration Data Request Service (RDRS) marks a significant milestone achieved through collaborative efforts within a multi-stakeholder framework. RDRS aims to strike a balance, granting public access to the data of domain name registrants while ensuring compliance with GDPR (or such other applicable privacy laws).
