The UK government has backed plans for a third runway at London’s Heathrow Airport and invited proposals to be put forward. Announcing the move, Chancellor Rachel Reeves said building a third runway at what is one of the world’s busiest airports could add up to 100,000 jobs. The last plans put forward in 2019 indicate that the third runway would be positioned to the north west of the current airfield, demolishing the towns of Harmondsworth and Longford and partly bridging over the M25 motorway. Plans for a third runway have been discussed for more than 60 years, almost since the airport’s original transition to becoming a commercial hub. Several UK governments have announced support for a runway, only to see the project meet significant opposition in the consultation and planning processes. Many living in the towns to be cleared have had the prospect of the third runway hanging over them for decades and have been unable to find buyers for their homes. The Liverpool and Manchester Railway, which opened on September 15, 1830, is often celebrated in October as a pivotal milestone in the history of rail transportation. The introduction of the Liverpool and Manchester Railway catalyzed a transport revolution, exemplifying the potential of railways to transform economies and societies. It facilitated industrial growth, reduced travel time significantly, and set the stage for the development of a comprehensive railway network across Britain and beyond. Construction News: Heathrow Airport upgrade spend takes off again. "Heathrow has set out plans to spend £2.3bn over the next two years on further upgrades to the airport. Doncaster Council cabinet is being asked to approve delegated powers to the Director of Corporate Resources in consultation with the Mayor to appoint an operator who will be allocated preferred bidder status before a final contract can be concluded later in the year. Cabinet will hear next week (June 19) that the council is currently engaged in a Public Procurement Process to identify an operator with the ability and experience to take the steps necessary to reopen the airport, return it to profitability and to take forward the South Yorkshire Airport City concept which is a wider programme of economic growth and regeneration. Coupled with this is the requirement for the Civil Aviation Authority to re-establish airspace following the airports closure in November 2022. Tenders are due to be returned next week (17th June), following which an intense period of evaluation and clarification will take place to identify which submitted proposal provides the best deal for Doncaster and the potential operator that is best able to meet the challenge to reopen and create a successful and thriving airport. The report also highlights that a planning restriction – Article 4 Direction - which prevented any assets to be removed or dismantled from the airport site should be removed now that the council is the leaseholder. There are also other due diligence requirements that need to be met under law. Mayor of Doncaster Ros Jones said: “This is another step forward in our journey to reopen our airport. The procurement process is complex and detailed, when we have completed the selection stage, we will proceed to giving an operator preferred bidder status, this will allow City of Doncaster Council and the operator to work together to conclude a contract for the reopening of the airport. It’s time to turn our plans for Manston into reality. The Court of Appeal has dismissed the application from Miss J Dawes to appeal against the Manston Airport Development Consent Order (DCO) decision, paving the way for work to begin to reopen the airport as a state-of-the-art cargo hub – more than ten years after it closed its doors. Following the Court of Appeal hearing in April, which considered the decision to dismiss an application for judicial review of the Development Consent Order, Lord Justice Jackson, Lord Justice Lewis and Lord Justice Warby have today (21 May 2024) published their decision which denies the appeal. This means that the DCO remains granted, as announced by the Department for Transport in August 2022, and work can now begin to transform Manston and recruit staff both for the construction phase and for operational roles once the airport is ready to reopen.
