Active Duty Service Members, YES, you can start a career with the federal government while on terminal leave. The official answer from the U.S. Office of Personnel Management (OPM) is "Yes. A service-member who is on terminal leave pending separation from active duty under honorable conditions may accept a civilian position in the Federal government." But how can you apply if you haven't received your DD-214 yet? Simple, you can use a "certification of service," or a written document that certifies the you are expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date the certification is signed. This is what you'll need as supporting documentation for your Veterans preference and any Veteran special hiring authorities you want to use while applying to federal jobs. Question - some postings I have seen said this statement of service can only be signed and date within 120 days of your separation. Is that true across the board or a preference based off the job?

Brock Young, This is an AWESOME post. This topic typically comes up for those of us who work within the Military TAP Program. Thank you for posting the template. I know it will be VERY helpful for Transitioning Military personnel who are looking to apply early (before their ETS/EOS) for federal work.
Thanks for sharing. Alot of people don't know about this and are confused with the 6 month DID wait time frame that does not apply to all other agencies in the federal government

1yUPDATE: For those who don't have a commander, or the individual is impossible to reach, a statement of service can be signed by "the adjutant, personnel officer, or commander of your unit or higher headquarters."
