A new report from the Institute for Energy Economics and Financial Analysis (IEEFA) highlights the need for universal asset owners to launch products that prioritize long-term decarbonization goals over short-term financial returns. The report calls for the establishment of "systemic funds" designed to tackle systemic risks such as climate change, which are not being addressed adequately by current offerings. Systemic funds would focus on concessionary returns in the short term, aiming instead to deliver long-term environmental benefits like decarbonization. Legal discussions surrounding fiduciary duty have opened the door for universal asset owners to pursue bold strategies without violating their obligations to maximize returns, allowing them to play a critical role in reducing systemic risks that threaten the global economy, such as climate change. IEEFA argues that universal owners can further strengthen decarbonization strategies by collaborating with governments, pushing for the rapid adoption of carbon markets, working to prevent investee companies from lobbying to obstruct climate action, leveraging investor relationships as large shareholders and clients of banks and, incorporating divestment into stewardship and engagement toolkits. A more pragmatic and varied approach to active ownership can help overcome the limitations of relying too heavily on corporate engagement to achieve systemic risk reduction. “By supplementing engagement with several key actions, universal owners can more realistically hope to move the needle on economy-wide decarbonisation,” says Alasdair Docherty, author of the report and a sustainable finance and data analyst at IEEFA. The London School of Economics and Political Science (LSE) Grantham Research Institute on Climate Change & the Environment's Just Transition Finance Lab published a case study on IFC's green and sustainability-linked investment in ENGIE Chile which helped the company shift from fossil fuel-based power generation to renewable power generation and install Battery Energy Storage Systems (BESS). "ENGIE Chile has mapped out an aggressive transition away from coal towards renewables, energy storage and natural gas. The utility has worked closely with unions and communities to support affected workers and their families. In a challenging financing environment, it approached the International Finance Corporation and other investors for a green and sustainability-linked loan to support its transition, enhancing social protections for its workers along the way”, highlighted the case study.
