Worker Class or Educated Middle Class? The Paradox of Canada's Immigration Policy (A voluntarily critical comment) As a fair social observer without any benefits or organizational ties, based on my experience of working with lots of policy papers that gave me the necessary insight and skills, I found out immediately that a group of economists and business analysts without getting any advice from social science experts were in charge of writing the Canadian Immigration policies. The #ircccanada immigration policy is oriented toward attracting immigrants as the reserved workforce of the working class and laborers. This policy endures an absence of sociological understanding of immigration in many aspects resulting in defective integration processes that can be easily healed if there can be some sociological and cultural advisory to modify the blind one-dimensional economist policymaking. One of the most obvious paradoxes of this policy is that immigrants are usually educated middle-class citizens of developing countries and skilled workers are usually unlikely to immigrate to Western cultures. You can't force a 30-40-year-old educated expert to become a 20-year-old skilled worker by not recognizing her/his rich education, knowledge, and local professional experiences. On the other face of the coin, practical skilled workers are likely conservatives, more interwoven elements of local societies who cannot depart easily and don't have the required motivations and eligibility to come this far way to immigrate. Based on my studies, the educated middle class is the target audience of immigration policy and this is exactly what the US implemented in its programs for more than a century from the beginning of American missionary activities in the 19th century. Universities are the central nodes to select, bridge, and integrate this target audience into the mutual development of the two nations and this is what is completely neglected in #Canadian_Immigration_Policy.

On January 31, U.S. Citizenship and Immigration Services (USCIS) issued a final rule to adjust certain immigration and naturalization benefit request fees resulting in significantly higher fees for employment-based petitioners with notable reductions and exemptions for higher education employers. USCIS claims that the increased fees, which will apply to any benefit request postmarked on or after April 1, 2024, will “allow USCIS to recover a greater share of its operating costs and support more timely processing of new applications.” The CUPA-HR government relations has created a summary of the rule and the impact on higher education. Federal and provincial immigration officials are discussing significant changes to the Post-Graduate Work Permit (PGWP) eligibility. The changes aim to align the issuance of PGWPs to labor market needs by facilitating access for students entering occupations in shortage while reducing access for graduates from other programs. https://buff.ly/45nbALQ #PGWP #InternationalStudents #WOrkPermit #AgnihotriImmigration

The government is now considering restricting eligibility for a post-graduate work permit (#PGWP) to those #internationalstudents graduating from programs tied to labour shortages. New language requirements will apply too. This is entirely the wrong approach. Many will no longer qualify and will go underground or, based on poor advice from immigration consultants, will make refugee claims. It's not the students' fault that the government has allowed for shady representatives here and abroad to practice immigration law and dupe students into believing in a guaranteed pathway to permanent residence (PR). Help those here to transition to PR over time but move to more aggressively limit future students, tying future applicants to programs with labour shortages. https://lnkd.in/d6CzN7JV
