Yesterday, we celebrated the completion of this incredible project that will provide much-needed accommodation for visitors to the medical district. The ceremony featured remarks from key stakeholders, a tour of the newly completed hotel, and followed with a networking reception. A huge thank you to our partners at East Lake, Piekarz Associates P.C., and all of the subcontractors that helped to bring this project to completion. This is among the first planning appeals to test the revised NPPF (2024) in the context of major development in the Green Belt. It considered the proper application of Grey Belt policy (paragraph 155) and the Golden Rules (paragraph 156), which introduce new requirements for housing schemes in the Green Belt. The appeal concerns a proposal by Beechcroft Developments for 95 assisted living units and a 75-bed care home at Wilton Park in Beaconsfield. The scheme was promoted on the basis that it complied with: (i) the PDL exception (para154(g)) and/or (ii) the Grey Belt exception and/or, alternatively, the very special circumstances test. The inquiry examined issues relating to Green Belt purposes and openness, landscape impact, design, amenity and compliance with the new Golden Rules covering affordable housing and green space. As I watched the demolition, I couldn't help but feel a mix of nostalgia and excitement for what's to come. Published in 2020, this case study explores a pioneer of the ‘garden hospital’ concept, Dumfries & Galloway Royal Infirmary: a 344-bed hospital that sits among pastureland, trees, and hedgerows. “Often people come to a big hospital with trepidation, but this building doesn’t have that feel. When you’re walking into it, you could be in a hotel or an airport terminal. There’s the brightness and the views out. It doesn’t have an oppressive, clinical feel to it, and this is important.” said Stephen Howie, Project Manager for NHS DUMFRIES & GALLOWAY.
