Key lesson from the Cornwall Business Fair today: that the appetite for business investment in nature does exist... In fact, many smaller businesses based here want not only to put their money into nature, but their blood, sweat and tears too. They want to see, feel, hear, and smell their impact. They want it local, and they want it effective. It's easy when we work at the national level to get ambitious about scale and reach, and always be looking to do MORE over FURTHER. And there's a place for that - it's vital. But it starts at home, it starts small, and that's key too. My goal going forward: to keep my national head on but with my heart always beating local. Keir Starmer has committed to “getting rid” of regulation which blocks growth. David Lawrence and I find that reforming Judicial Review for planning decisions should be at the top of Starmer's list. Protections for litigants have failed to keep pace with increasingly well-resourced and organised opposition groups, who increasingly rely on crowd sourcing to finance legal challenges, often on repeat grounds. ⚖️⚖️⚖️ To get Britain Building 👷🏗️, the new government should seek to: 1. Planes, Trains and...Green Book! Whilst the expansion of Heathrow and railway links between Oxford and Cambridge might have hogged the headlines, it was the Chancellor’s commitment to review the Green Book that got us excited! Buried within the Chancellor’s landmark speech to kick start the economy was a pledge to "...review the Green Book and how it is being used to provide objective, transparent advice on public investment across the country, including outside London and the Southeast." For the uninitiated, the Green Book is the government’s guidance manual on appraisal, which you might think is just something techie, but think again. The Green Book dictates how public spending decisions are assessed across Whitehall and in the regions. Many of the metro mayors – with Steve Rotheram, Mayor of the Liverpool City Region in the vanguard – have long argued that the prevailing Treasury orthodoxy of using techniques, such as land value uplift, principally benefit areas with, well, strong land values. We are naturally Green Book devotees, with live appraisals right across the country, and we look forward to contributing to this debate. We were also pleased to hear the Chancellor confirm that the Wrexham and Flintshire Investment Zone will move ahead.
