Recently we had the privilege of participating in a remarkable event with the National Cyber Security Centre and GCHQ, hosted by Plexal Cyber. Engaging in insightful and forward-thinking discussions with such an inspiring group of innovators and leaders in the cybersecurity space was an honour. Well done! Clearly technology is now at the heart of our society. It's creating massive opportunities, and new risks. It's also moving at a pace where we know we have to be more agile and responsive and serious about keeping the country prosperous and safe. It’s show the sense of partnership in which you have approached today and message is the shared tasks to all, no one alone can do this job for protecting public and critical assets from the malicious activities and latest sophisticated cyber threats and is constant and keep coming and cyber risks is real ever, data risks is real and greatest challenges to protect, so cyber resiliency burden and responsibilities has to be shared among to all, together with international, national, regional and local forces and partners. Taking the cyber security seriously of thinking strategically by spanning the public sector, private sector, academia and professional bodies is good idea - in helping to evolve thinking about era of AI and security. Bringing real world expert and expertise with new partnerships in the room is very practical sensible good approach in my view.

The IISS Cyber Power Matrix is live! This is an incredibly ambitious project that seeks to significantly advance conversations around state-linked operations in cyberspace, attribution within cyberspace, and ultimately how states engage and apply cyber power. I joined International Institute for Strategic Studies in May, and quickly got to work on this with Julia Voo. As the beta version of this interactive platform launches, a few observations on why - even in a beta state - this platform is important: ▶️ Cyberspace is getting crowded. More actors, more threats, more technology dependence, more incidents, more disruptions. We know that these increases aren't always directly linked - more incidents might mean detection is better, more disruption might stem from centralized dependencies. But with the noise increasing, it's harder to observe the actual picture - in this case which actions are those from a state, or from a criminal. ▶️ Knowledge gaps are real. The merger and acquisition of smaller threat intelligence firms have resulted in the loss of many reports as domain names become inactive and sites shut down. In some cases, it was notable that incorrect analysis had simply vanished, with zero effort to correct the narrative. Critically, there is a noticeable lack of publicly available information on incidents occurring in other parts of the world - more information is required. ▶️ Plateaued conversations on attribution. Capabilities around attribution have advanced, and states are increasingly willing to make the political decision to call each other out. Additional nuance was required in how we identify and link actors in cyberspace. We've put forth a new framework "Six Degrees of Cyber Attribution" to help guide future conversations. The IISS Cyber Power and Future Conflict team will continue to collect incidents, update this database, and provide analysis as we go. Our hope is that by centralizing this information, we can improve contextual awareness to better inform decision-making and defence.
