However, ‘missing in action’ was the detailed design allocation for the next stage of the Tewantin Bypass 🛣 which you can see from my Budget Reply speech 💬 in Parliament below in not acceptable, and I have requested this be addressed immediately. Join the NYU Furman Center on October 9th for a panel discussion on the growing calls for state and local governments to play a more direct role in investing, financing, building, and owning new housing. As the housing crisis deepens and consensus builds around the need to increase supply, policymakers are evaluating the opportunities and risks of government-led housing development. Across the nation, mixed-income models are emerging that range from direct government involvement in development and ownership to public financing at varying risk levels. Each approach requires careful consideration of financial, regulatory, and operational risks, as well as the need to balance the existing affordable housing portfolio with long-term public benefit and sustainability. Experts in urban policy, housing finance, and public administration will explore the potential benefits and challenges of New York City and New York State taking a more active role in multifamily housing development, with a focus on mixed-income financing models that blend public and private investments. Time for a Change This is an interview from ten years ago regarding my Baltimore Sun Op-Ed “Building Schools, Building Communities.” At the time, I was promoting a placed-based, comprehensive approach for neighborhood revitalization around new school construction. The $1 billion appropriated for new school construction was a magnitude of investment not seen in generations in many Baltimore City neighborhoods. I argued that this presented a unique opportunity to not only build new schools, but also catalyze neighborhood revitalization. In the article, I proposed a vision to establish Community Investment Zones around each new school. Within these zones, coordinated public and private investment would bring much needed services, amenities, programs and facilities into historically disinvested communities. I spent the better part of that first year, running around the city to promote this idea. With the help of Senator Bill Ferguson and Frank Patinella of the ACLU, I met with the mayor, her agency directors, grantmakers, presidents of anchor institutions, non-profits in the community development and education spaces, business leaders, elected officials, and most importantly, with communities. Through this effort, I had hoped to unite the city under a common vision and motivate leaders to collaborate, coordinating resources to bring about real change. In the end, mayor Stephanie Rawlings-Blake established the INSPIRE program in the planning department. It was a partial realization of the strategy I proposed. While the program works with communities to strategically apply tactics readily available in the city’s toolkit, it has yet to bring about or attract the coordinated public-private, place-based investment needed for transformation. While the program has dedicated staff, it has never had a champion who could effectively rally investors, grantmakers, businesses, developers, and organizations together to focus upon and invest in a shared vision. So after ten years, change has been, at best, incremental. But now, there is a new landmark initiative to invest in Baltimore neighborhoods - this time targeting the vacant housing problem with $3.5 billion of investment over 20 years. It’s a big deal for Baltimore, and this time, we have the combined commitments of the GBC (representing the regional business community), mayor Brandon Scott, and BUILD (a consortium of faith-based institutions and communities, BUILD was also instrumental in bringing about the $1 billion in state funding for new school construction over ten years ago.) So now, I think the question remains. We now have a real opportunity for change, but will we have the leadership, collaboration, effective strategy, and unified vision to finally transform and restore our communities? Let's put some numbers to this argument I've seen made recently by Keith Patridge, Joaquin S., Rio Grande Valley Partnership, and others about RGV cities co-investing in regional economic development. According to the latest reports available (2022) from the Texas Comptroller, there are at least nine sales-tax funded economic development corporations in the RGV: Brownsville, Edinburg, Harlingen, McAllen, Mission, Pharr, Rio Grande City, San Juan, and Weslaco. Based on their self-reported 2022 data, combining the resources of just those nine entities would yield approximately: $73 million in sales tax revenue $137 million in total revenue (includes bonds, grants, etc.) $57 million in total expenses for economic development activities $96 million in cash on hand (reported as fund balance) For perspective, the most well-funded EDC in Texas in 2022 was Frisco, with $68 million in sales tax revenue and $105 million in total revenue. Imagine what an annual budget of $50M or more could accomplish working on behalf of the entire region. #OneRegionOneVoice, indeed. I had a good discussion with Martin Geissier on BBC Radio Scotland yesterday. We discussed the national housing emergency and what can be done, you can hear my thoughts from 15 minutes into the show. In summary Collaborate - Work with industry and all stakeholders Fix the supply issue - Speed up the planning process, build more homes Incentives for FTBs- Increase the zero tax threshold for FTBs to £425,000 the same as England and Northern Ireland Lettings - Create a better environment for landlords Get creative - Shared equity schemes, co-operative builds to name but two schemes that could help We have several meetings at Holyrood in the coming weeks. The meetings with various MSPs will give us an opportunity to discuss in more detail some of the ideas touched upon above. This housing crisis didn't occur over night but to permanently fix the issue we need a joined up cross party approach and an opportunity for industry stakeholders to play their part.
