2024 marks the 20-year anniversary of Business Improvement Districts in the UK, the organisations that have invested over £1billion in local services and events to deliver better towns and cities for all. Since the establishment of the first BID in Kingston upon Thames, which secured its ballot in 2004, over 350 BIDs have been founded in all corners of the UK. By raising money through levy payments collected from local businesses, BIDs have added ‘significant strategic and operational capacity’ in their areas and have contributed to the evolution of high streets and centres. BIDs were first made possible in England in 2004 by the UK BID regulations act, with Wales following suit in 2005, Scotland in 2007, and Northern Ireland in 2014. Modelled on similar organisations that have been established since the 1960s in Canada and the US, Business Improvement Districts in the UK have since become an international exemplar, sharing knowledge back to North American counterparts and helping other nations like Spain and Portugal to evolve their own BID models. In addition to a headline investment figure in excess of £1billion since 2014, BIDs have also created some of the most innovative and best loved public realm, local festivals, seasonal events, unique place branding, and environmental sustainability projects. Los Angeles World Airports’ latest Multiple Award Task Order Contract (MATOC), representing nearly $1 billion in contracting value, received approval from City Council last Friday. No doubt about it: Vancouver is beautiful. It’s beautiful to visit, it’s a beautiful place to study, and it’s a beautiful city to retire in. “But,” says Bridgitte Anderson, the CEO of the Greater Vancouver Board of Trade, “it’s not so beautiful of a place to build a robust economy.” In fact, according to a new report commissioned by GVBOT, “the region’s economic size and mix under-performs when it comes to creating high-paid jobs or high-performing companies.” Compared to 20 other “high quality mid-sized city-regions, spanning 9 pillars across economy, liveability and infrastructure and sustainability, Vancouver is well below par.” Anderson says. “Vancouver ranked 14 among the 20 cities for prosperity factors.” Looking ahead, Anderson says, “The region has to address its underlying weaknesses soon if we hope to stay competitive.” Central to our ability to compete is Vancouver’s beautiful geography, an area that is confined by sea and mountains.
