A commitment to people first in the North is good. Canada/CAF need to use new passenger rail and water transport technologies to make this happen. Most of us live close to the US border and 80% of our land mass does not have affordable transport. There is no specific program to help our small remote and rural communities be served by new affordable transport. We can not expect massive increases in the North's population without using ultralight weight E-bike rail transport. heavy traditional locomotives will never be able to serve this land area with its melting permafrost problems. Your cyber communications approach is good but it should be linked to a centralized emergency response capability. The provinces do not have the resources to deal with magnetic waveform propagation issues. Nor have they created technology to be first responders to the 80% of wild fires created by lightning. The RAF trained me to be be a digital electronic cyber technician in 1954.
