New study in JAMA Health Forum with Zhanji Zhang, Siyi Wang, Shekinah Fashaw-Walters, PhD, and Yucheng Hou. We examined changes in home health agency (HHA) characteristics and quality of care following ownership change transactions. Using the newly released CMS HHA change of ownership files and publicly available Medicare HHA data, we found that change of ownership was associated with higher star ratings and OASIS-based self-reported measures, but was not associated with more objective claim-based quality measures. Ownership change was also associated with higher Medicare home health per capita payments, but lower staff levels regardless of transaction type, raising concerns about quality of care.
