I’m proud that 50% of the leaders of @IHS Office of Information & Technology are women and also members of Native American Tribal Nations. This type of diversity can only be achieved with intention. Intention in how job descriptions are created, where recruitment occurs, what benefits are offered, and how staff are developed once employed. I speak not only as the Deputy Chief Information Officer responsible for staffing approximately 100 new positions as part of our Health IT Modernization, but from personal experience. You see, the agency, and especially the leaders I worked with, got intentional about helping me grow from a local microbiologist/medical technologist to the national Deputy CIO. Recently, at CDM Media’s Healthcare Tech Summit, I shared how intentional we are on diversity during a panel on "Empowering Excellence: Building High-Performing Tech Teams." Our tactics to hire talented and diverse people include opportunities for student interns to be hired upon graduation, clear promotion paths across GS-levels, cross-division transfers to build skills, short term details to another division, conversion of contractors into federal employees, and standard remote/telework to find the best talent regardless of where they live. Does a high number of existing applicants put you off applying to a job??? This morning I had 16 new applicants for a software career i'm advertising in Aberdeen. Here's what my review process typically looks like and what 16 overnight applications meant: 👉 First I eliminate candidates who live outwith the country as I cant sponsor. 👉 Second I reject candidates who don't have any relevant/required experience. 👉 Lastly I review each remaining application in detail and introduce myself to open a dialogue. How did that look in practice? 👉 I eliminated 14 candidates who didn't live in Scotland. 👉 I rejected an application from a new graduate as the role requires at least a couple of years commercial experience. (I did however open a dialogue to discuss their career plans and see if I could help in future) 👉 I then opened a discussion with a Glasgow candidate to see if they were open to a hybrid role in Aberdeen as advertised - they werent but i'll help them find something local or remote first. So 16 candidates resulted in 2 conversations - neither of which related to the job advertised. In total across all job advertising I didn't have a single job/career match out of 86 applicants today. Don't even consider the number of applications - do consider if the role is a suitable match.

Now this is an interesting outcome. Does it show the difference between people who write job specs and the market audience they are trying to appeal to? Will this difference in messaging compromise yield for the author of the job spec? For example: If a job spec asks for 8 years of experience with a given technology (as an essential requirement for the role) does that knowingly aim to eliminate candidates who have say 6 years of experience? The respondents in the poll think that would be shortsighted. Do you agree?
