The end of the continuous coverage provision for Medicaid in March 2023, following the COVID-19 public health emergency, presented significant challenges for millions of Floridians. During this period, Florida's Medicaid program swelled by 1.4 million enrollees, bringing the total to over 5.7 million. As the state began the Medicaid redetermination process, known as the "PHE unwind," advocates across Florida mobilized to prevent unnecessary loss of coverage due to procedural issues.
The "Florida Medicaid Unwind Collective," a coalition of organizations including the Florida Policy Institute, Florida Health Justice Project, and UnidosUS (@WeAreUnidosUS), among others, played a pivotal role in this advocacy. Their combined efforts ensured that procedural disenrollments—when individuals lose coverage due to administrative errors rather than eligibility changes—were brought to light and addressed. The coalition's work ranged from collecting and analyzing data, raising public awareness, providing legal support, and holding state agencies accountable for their role in the redetermination process.
This collective advocacy not only protected vulnerable populations but also set a precedent for how states can approach similar challenges in the future. The collaboration between these diverse organizations exemplifies the power of unified action in addressing complex healthcare issues.
