Was honored to speak at this Results for America event. The projects from the cities of Durham, Madison and Los Angeles to improve their ability to attract and retain talent were very impressive. Hope my presentation on becoming an employer of choice was helpful. Blair Corcoran de Castillo’s session on skills-based hiring was terrific. She provided compelling data on why government, in particular, needs to ditch degree requirements, where feasible, to expand applicant pools. In this way, government can hire talented people who are “Skilled Through Alternative Means (STARs). This approach can also help build diversity, as the majority of Black, Hispanic, rural and veteran workers are STARs. Blair’s organization, Opportunity@Work, is leading the way to help #publicsector organizations across the nation attract and retain the talent #government must have to deliver for the American public. I was also struck by how her message coincides with the The UKG Workforce Institute megatrends research, in which we propose that organizations must shift from buying, building, and borrowing to “mining” talent. This means identifying employees with hidden skills that can enable them to thrive in other positions. Eliminating degree requirements is a critical part of this strategy, which also applies to job seekers. Mining talent means enabling employees and job seekers to break through the paper ceiling, an important step to help government succeed in today’s intense competition for talent.
