On Tuesday, January 30, 2024, the City of Lake Oswego exercised its right to off-ramp, opting not to proceed with a phase two 30-year P3 agreement with EPCOR to design, build, finance, operate, and maintain (DBFOM) a new wastewater treatment facility. The decision to off-ramp came after the parties successfully completed first phase preliminary services under a Progressive Public-Private-Partnership. In lieu of proceeding with EPCOR, Lake Oswego will leverage lower cost public financing and pursue a competitive procurement aimed at engaging an entity to complete the design and undertake construction, commissioning and (potentially) long-term operations and maintenance. The official press release can be found https://lnkd.in/eGRMVZ5i Progressive P3 are designed to allow the public sector to make fully informed decisions before engaging in long-term, often inflexible P3 arrangements. In this case, the decision to off-ramp came after the City meticulously assessed the proposed project under a P3 and determined that the private financing premium would materially increase the cost of the project for rate payers, making the project unaffordable, without providing additional service value. Consequently, exploring an alternative finance and delivery structure, such as DBO/M, was deemed preferable and in the public interest. It's important to keep in mind that this is precisely how progressive P3 are supposed to work, allowing the public authorities to make fully informed decisions. Under the progressive delivery model, the risk of "capture", as well as the lack of competitive pressure around pricing, have led many to be rightfully skeptical of this model. The actions taken by Lake Oswego should serve as an example to others. To do so, Ofwat has suggested Thames could separate the business into two or more water companies or publicly list to secure additional equity. 💷 Ofwat cuts £16bn from business plans and curbs bill increases https://buff.ly/3YiHpEn Ofwat has told water companies that it wants to cut £16 billion from their combined spending ask for the next investment period (PR24). The regulator has proposed approving a spending package of £88 billion, in its draft determinations of water company business plans. 📰 DC Council Voted to Extend Data Verification Deadline to July 1 On Tuesday, March 5, the District of Columbia Council (Council) passed emergency legislation proposing to extend the District’s Benchmarking and Third-Party Data Verification deadlines for reporting 2023 data from April 1, 2024 to July 1, 2024.
