I share the concerns articulated so well by Peter Gregory below, and welcome much-needed debate on the implications of the NDIS Bill. To add to Peter's discussion, what may happen in the event of a tightly funded or underfunded plan? The participant is likely to be pushed into a position where they need to use available funds to sustain basic daily ‘core’ supports, to cope and survive. Capacity-building and working towards goals, become a luxury, rather than a fundamental element of the participants support structure. Hence, the NDIS could become a model of passively coping. Effectively, participants could be at risk of becoming trapped in a cycle of passively coping rather than actively participating, in their own lives, and Australian society. When you consider this in the context of draft legislation that appears to no longer value participant goals or potential, red flags abound. We have to start talking about this thing called "Plan Flexibility". The term has become the masthead when promoting the benefits of the proposed NDIS Amendments Bill. But is this ture, or just an illusion to create yet another distraction from the real purpose of the Bill, to reduce costs by limiting participant numbers and controlling plan values?
