When Jeff Pulver filed the Free World Dialup Petition at the FCC on February 5, 2003, Jeff had no idea a year later his petition would become known as “The Pulver Order.” The passage of this order removed regulatory uncertainties and opened the door for more capital to enter the market, more jobs to be created and many new innovative services and products to follow.
