Well, I'm still skeptical, but the WAPO article does say: "The capability is a nuclear-armed — not a nuclear-powered — weapon, said two U.S. officials, who like others familiar with the intelligence spoke on the condition of anonymity to discuss sensitive information." OST (to which Russia is a party) states: "Article IV States Parties to the Treaty undertake not to place in orbit around the Earth any objects carrying nuclear weapons or any other kinds of weapons of mass destruction, install such weapons on celestial bodies, or station such weapons in outer space in any other manner." The ASAT reporting would suggest it is NOT: - An EMP vs the CONUS - A Orbital Bombardment system vs land. So then the question would be: - Counter-constellation within the Van Allen Belts? (indiscriminate & deterrent) - Counter NC3 / MW in GEO? (suicide kamikaze...but limited range of effects) Of course, such a weapon need not be coorbital...it could just be configured and kept on the ground ready to launch like an ICBM.
