https://lnkd.in/euFt3cYw Any country that does not have dedicated funds for elder care shifts responsibility for care to relatives, most of whom are women. The author concludes that the US admittedly offers top ranking elder care if you can afford it. That's a big if, and I would still argue that we make very little provision for supporting family caregivers, upon whom the viability of the system rests. In fact, I feel that this statement is a direct contradiction from the first statement regarding need for dedicated funds. We've got a lot to learn, and a lot has to do with the way that our insurance works in this country, or doesn't work to promote the interests of the populace. #caregivingconfidential #newagingpartnership #longtermcare #insurance

This article illustrates how a 73-year-old husband was able to cover the expenses for his wife, who needed long-term care because his investments were sufficient for the $500k price tag. They were lucky. Part of the reason they were lucky is that they reside in North Carolina, where services are less expensive. The other reason they were lucky is because his wife died before needing more care. By the time she died, she did not recognize her husband; however, people with dementia can live a long time with that disease and other illnesses. When people say they want to self-insure, putting aside $500k per person and growing at least 7% every year is a decent place to start (not that it’s realistic). Although 97% of kids in California have health insurance, pediatric visits during the crucial first five years of development are among the lowest in the country. So, where is the disconnect? Seeking to address the rising cost of long term care, New York took another step towards a public long term care insurance benefit last week when Assemblymember Anna Kelles, PhD sponsored the introduction of “same as” legislation in the Assembly. A.10143 corresponds with Senate Bill 8462 and now that legislation exists in both chambers, its chances of advancement increase. Components of the legislation include: ✔️Creates a public long term care benefit trust fund, funded by payroll taxes – the tax rate and benefit amount would be determined by an intergovernmental commission. ✔️For home care, care can be provided by any licensed agency in any state – enabling portability of the benefit to those that pay into the trust fund and then leave New York. ✔️One year waiting period for those born before 1972. Longer periods for younger contributors. ✔️Beneficiaries would need assistance with at least 2 ADLs as determined by a medical professional ✔️Providers of care would register with New York and reimbursements would be set by rulemaking. ✔️Incorporates NY Fair Pay for Home Care proposal that requires caregivers serving beneficiaries to be paid 150% of the NY home care aide minimum wage. ✔️There would be coordination with other long term care benefits – i.e. Medicaid, Medicare, long term care insurance. ✔️Family members could be hired by providers as a caregiver ✔️Requires every employee and self-employed individual to pay into the fund. Exemptions would be available to those that have a private LTCI policy, veterans with 70% or greater disability and consequently eligible for VA long term care, active duty military and nonimmigrant visa holders. Washington state currently has a similar benefit and California spent two years studying such a plan but has yet to introduce legislation. States are in the process of addressing the rising cost of long term care in the absence of a federal long term care benefit. https://lnkd.in/gKCtAqat
