Equivalency Determination (ED) and Expenditure Responsibility (ER) are the tools American grantmakers use to give tax-advantaged donations to international charities. Both ED and ER allow grantmakers to fund non-exempt entities, but there are situations where one may be more useful than the other. CAF America offers an “Enhanced Expenditure Responsibility”, combining the heightened internal due diligence that resembles that of ED with the flexibility offered by traditional ER. Loved this recent special report by The Economist (by Avantika Chilkoti who has spent (in her own words) a "large chunk of last year reporting on philanthropy"), especially with a look at the market in #asia. It's paywalled online, but available to purchase in hardcopy IRL. For me, two chapters stood out: Making Philanthropy Simpler (felt US focussed), and Philanthropy in Asia. It's great to see a look at the side-by-side markets, the nuances of "giving" in different cultural contexts, and how this is changing in execution and measurement globally. Looking at APAC (where my role with #AtlassianFoundation is focussed), some key takeaways were; 1) It was positive to see it was noted that traditionally giving in Asia is "less formal" than in the US - for example, in the US grants are more common, and in Asia there is a higher donation of time (which is part of community culture). 2) If including this "informal" donation, then Indonesia is technically the world's most generous country (vs the US if just dollars donated was considered - the US saw almost $500bn donated in 2022, as highlighted in the article). 3) Also interesting is the shift in private philanthropy to supporting broader causes vs local community challenges (ie environmental change) that have international impact. This is a very light take - but I am very happy to dive in deeper with anyone who wants to chew the fat and discuss this report further :)

#DidYouKnow FFTC distributes grants to public charities within our 13-county region and throughout the United States? The vast majority of grants (98%) are recommended by fundholders from their FFTC-held funds to benefit the nonprofits and causes of their choosing. Conversely, discretionary grants are recommended by FFTC’s local volunteer boards and committees and represent 2% of total grantmaking. These charts represent total grantmaking from all FFTC funds, as well as the portion that is discretionary for the benefit of local needs. Many foreign non-profit organizations are unable to be recognized as a public charity in the US due to the financial and administrative burden that comes with registering and maintaining a 501(c)(3).
