In my very humble opinion, having been on both sides, and axes involved, it stops short of suggesting that the engineering lead you suggest would be successful, would be best served through a horizontally integrated approach with a single end purpose, rather than the current vertical approach where the end game (and short term profits/political gains to be had seem to be uppermost…..) appears to be less important to those grown-ups “higher up the chain”.
I couldn’t agree more with your sentiments and would respectfully build on them by suggesting, no doubt controversially, - that perhaps it’s past time to consider a single national approach to this very significant challenge - using all the lessons learned in developing UK plc over the last 8 decades - and deliver what’s needed at scale, more quickly - at least giving the next generations a fighting chance to move vertically again once the end game has been achieved?
I personally think it’s worth serious thought - supported by respected organisations such as your own.
