Not only was child care a leading question in the VP debate last night, 3 incredible stand outs for me: 1) Recognition that there is broad bipartisan support for child care; 2) Continued emphasis on the importance of family choice; 3) This one was the biggie! Senator JD Vance the Community Development Block Grant (CDBG) is this. A federal grant program that provides annual funds to cities, counties, and states to develop communities for low- and moderate-income people. CDBG funds can be used for housing rehabilitation, homebuyer assistance, public facilities, and more. Child care is funded through the CCDBG. Which is the Child Care Development Block Grant. And guess what, family friends and neighbors can access that money for qualifying low income children. So long as they pass an FBI fingerprint background check and take some basic health and safety and child development. Which is imperative to ensure the healthy development of the child entrusted and paid for by taxpayers. Some states are better at ensuring people know about this access, some states don't do it, but the law allows it. Furthermore, only about 10% of qualifying families actually utilize the subsidy program. We need to fully fund it.

In the water sector, we traditionally have used 2% of household income as the threshold for a burden on affordability for water or sewer service - for this life necessity. The average cost of keeping 2 kids in daycare is now MORE than the average cost of rent in all 50 states- far far exceeding the 2% threshold used for utility service. There is no question we need to invest in our water infrastructure, but the simple fact is that when the majority of your income is going to childcare, housing and food, there is little leftover for individuals to afford higher utility rates. If you don’t think childcare impacts the investment in our infrastructure, think again.
