We appreciate Christine Sumner MSN RN, Senior Director – OptimumHIT Career Path Services at Optimum Healthcare IT, and James Shurman Williams Jr. (he, him, él), Vice President, Diversity, Equity, & Inclusion at UChicago Medicine | Urban Health Initiative for their inspiring discussions around The Anatomy of a Successful DE&I Structure in Healthcare Organizations. James described the ideal DE&I-focused task force/committee as a 2-sided initiative: 1) A committee that holds the entire organization accountable for specific objectives, goals, and metrics in a strategic equity plan through such avenues as providing equity consultations within the organization, and 2) an IT/IS task force that concentrates efforts within the IT infrastructure to address organizational challenges and how IT can assist in overcoming them. He shared that “the IT Team services all of us. I rely on our IT Team for a number of things—analytics, machine learning, AI that is equitable, setting up infrastructure, uptime, and everything…Equitable integration is the key and that’s the way we [our IT Team] helps the organization to thrive.” As the head of the Optimum CareerPath, Christine shared a few considerations regarding the implementation of the sort of mentorship programs that promote diversity in HIT: “Beyond training for implicit bias…[we take our cohorts through scenario-based training] by taking a patient through a clinical journey, and [addressing] how you as an IT analyst can affect that patient care from start to end.” The conversations and lessons from this webinar helped us as dissect the critical components necessary for inclusive and equitable efforts at healthcare organizations for both the workforce and the patients they serve. 🗓️ Save the date for our next CHIME DE&I Dialogues webinar: Communication: Language Describing Populations Served, Barriers, and More, September 29th, at 12 PM EST. 📢 CHIME Submits Comments on ASTP's HTI-2 Proposed Rule CHIME has submitted its comments on the Health Data, Technology, and Interoperability (HTI-2) proposed rule from the Assistant Secretary for Technology Policy. With the insight CHIME and our members have from being at the forefront of health IT issues, in our comments – we urge ASTP to consider the following in the final rule: 🔹 Impact & Burden on Healthcare: We’ve outlined concerns about the substantial burden this could place on hospitals and healthcare systems. 🔹 Timelines: No timelines should be set earlier than 24 months after the final rule is published to ensure smooth implementation. 🔹 APIs for Patients, Providers, & Payers: CHIME recommends standardization, and that all payers, not just “impacted payers,” participate. 🔹 Interagency Coordination: We encourage continued collaboration between ASTP and the Centers for Medicare & Medicaid Services (CMS) to avoid redundancy and excess burden, and to require impacted payers adopt and use certified payer APIs as a condition of their participation in CMS programs. This would further increase and incentivize payers to truly and effectively implement the required payer APIs. 🔹 USCDI v4: An alternate effective date of January 1, 2029, is essential. We also stress the importance of developing comprehensive vocabulary standards for all USCDI v4 elements. 🔹 Revised End-User Device Encryption: CHIME members believe that by generalizing cybersecurity policies to fit all health IT systems, this proposed new requirement will fall short of its intended goal of making EHI and PII more secure. Rather, it will inadvertently add new vulnerabilities and increase cost and complexity to mission critical systems required to provide care to patients across the U.S. safely and reliably. We urge ASTP not to implement this proposal. CHIME members respectfully request that ASTP take a more strategic, phased approach – which in turn, will allow hospitals and healthcare systems to address key priorities effectively without overextending financial and workforce resources. We appreciate the opportunity to provide feedback and are committed to working with our colleagues at ASTP to reduce provider burden and enhance patient care through increased interoperability and meaningful health IT advancements.
