Should the ISO - International Organization for Standardization (ISO/IEC) consist of China's Ministry of State Security (MSS) experts working with the National Institute of Standards and Technology (NIST) to establish ISO/IEC JTC 1/SC 27 (Information security, cybersecurity and privacy protection) standards? This sounds like a conflict of interest to me. Introducing, Hongsong Shi Director of the China Information Technology Security Evaluation Center, the cover identity of the 13th Bureau of the Ministry of State Security. Hongsong Shi as an ISO/IEC expert is recently working on the standardization of QKD technology and Common Criteria (i.e., ISO/IEC 15408). He is one of the editors of ISO/IEC 23837-2 (Test and evaluation methods of QKD) and ISO/IEC 15408-2 (Security functional components). Lily Chen, technical leader of the post-quantum cryptography project from the National Institute of Standards and Technology (NIST) of the United States, and Dr. Shi Hongsong, a senior cryptography expert from the China Information Technology Security Evaluation Center (CNITSEC), are responsible for introducing the latest progress of the ISO/IEC JTC1 SC27 project group in the quantum security cryptography project of the International Standards Organization. #nist #iso #mss #china #ccp #military #intelligence #standards #quantum #security #cyber #privacy #competition #qkd #quantumsecurity #gpc #itu #cryptography

China served as the lead editor for ISO/IEC DIS** 23837-1 Information technology security techniques — Security requirements, test and evaluation methods for quantum key distribution — Part 1: Requirements and ISO/IEC DIS 23837- 2 Information technology security techniques — Security requirements, test and evaluation methods for quantum key distribution — Part 2: Evaluation and testing methods. The Ministry of State Security – a technical component of China’s domestic foreign intelligence agency – provided work which underpinned China’s efforts in this area of quantum key distribution. Along with Quantumctek Co., Ltd. These collaborative/competitive organizations (including 3GPP, etc.) rely on the assumption that, at the end of the day, everyone just wants to be wealthier, healthier, happier, free to do as they please. That is, they presume a liberal worldview where we may compete, but we’re all in this together. If any party sees this differently - say, as a win/lose fight for geopolitical power - these groups don’t do so well. You end up looking like the UN, with Iran chairing the Human Rights Council.

Interesting...how many MORE of this type are sitting in strategic positions inside Western Academia like Russell Group of Universities ? I note there is no need to declare CONFLICT? Is there laws and safeguards against terrorism and espionage undermining the Democratic values of the Free World that are simply ignored or covered up?

Chuckle. Goverments compete. They also cooperate. Sometimes they do both at the same time. Current areas of cooperation between the US and China include - but are not limited to - research in the basic sciences, nonproliferation, human rights, transnational organized crime, global security, and trade. …Some might say they even cooperate on competition, and disagreements are simply part of improvisational joint theater production, not unlike like a jazz performance. ;)
