Delving into the heart of urban resilience, my post-graduation dissertation scrutinizes the response of Indian smart cities, with a focused lens on Bhubaneswar and Visakhapatnam, to the ever-growing challenges of climate change and disasters. Through meticulous research methodology, including extensive literature reviews, data analysis, and targeted comparative studies, I aim to unravel the intricate web of factors shaping their resilience capacities. By developing a comprehensive Resilience Index framework tailored to cyclonic disasters, I shed light on these cities' readiness and ability to recover from such catastrophic events, particularly pertinent given the vulnerability of Odisha and Andhra Pradesh to cyclones. My work not only evaluates the strengths and limitations of their current strategies but also outlines pathways for future improvement. At its core, this dissertation isn't just about academic exploration—it's about driving real-world change. By offering actionable insights and recommendations, I seek to arm policymakers and urban planners with the tools they need to navigate the complexities of sustainable urban development in the face of climate uncertainty. I (fortunately) stumbled upon a book in the very initial years of my career in the urban development domain titled ‘In Service of the Republic’ by Vijay Kelkar and Ajay Shah. As an architect, understanding that one of the major cores of urban planning and development are actually economics, governance and public policy, was a revelation. My love for cities and its people was not only strengthened as I began de-coding public policy but also made me realize, how the masses are affected by smallest of tweaks in the systems. I am thrilled to receive my certificate of The Art and Science of Economic Policy by Indian Institute for Human Settlements. I am excited to leverage these skills to drive impactful results and contribute to the success of the future in the urban sector. The Central Place Theory, with its many critiques, has found great influence in urban planning. Though it is a normative theory, its normative hierarchy, especially in planning administrative centres, guides urban planning and the establishment of graded settlements in the form of cities, towns, etc. In India, there are six levels in terms of administration, namely the national capital followed by state capitals, district headquarters, tehsil towns, block development centres and gram panchayat centres. The K-7 principle of the Central Place Theory guides such planning. It works on the assumption that two higher-order centres are located 2.65 times the distance between the next lower-order centres. Lower-level settlements are arranged in such a manner that they are under control of the highest order settlement. Such planning helps achieve administrative ease. Hexagonal arrangement of settlements is prescribed to avoid overlapping of borders among lower-level settlements. Normativity in the theory has not gone without critique. Other factors like differentiated terrain, overlapping borders and cultures, already populated zones, among others raise serious questions that the theory fails to adequately address. The critique brings out the fundamental reasons for uneven development.
