Yes, the government can have a law that says it owns everything beyond 6 feet (about 1.829 m) subsurface but how do you get there? You go through the people! And it is the people who will be adversely affected for the rest of their lives, NOT the rest of the stakeholders and beneficiaries. Address the landowners grievances and all will be well. Revisit the deals, remove all middlemen and deal directly with the people. Many times, it is the middlemen, including the signatories to deals, that benefit the most than the unsuspecting landowners.
