The EU published a proposed regulation that would replace the current Detergents Regulation (Reg. 648/2004) in April 2023. In February 2024, the proposed regulation advanced another step in the EU legislative process: a first reading and vote by the EU Parliament. As a result, an amended version of the proposed regulation was published. This version considers some of the comments submitted by different industry groups. Here is my most recent article on the latest developments in the EU Detergents Regulations. Key take aways: First Reading EU Parliament, February 2024 : The European Parliament adopted a legislative resolution on the proposal. Requirements on microbial cleaners remain Elements of the text were modified according to industry comments, which included: - Removal of the requirements for CE Marking for detergents. - Digital Product Passports (DPP) for detergent models rather than batches of production. Post-Brexit U.K. and the proposed regulation U.K. government not planning to do an in-depth review of the existing Detergents Regulation that continues to apply in the U.K. The proposed regulation once finalized, would be applicable in Northern Ireland. #Regulatory #Compliance #Sustainability #detergents #Chemical regulation

🚰 EU Introduces Regulated Substances List: A Fresh Approach to Ensuring Water Safety with Positive Lists 🎯 The European Commission has established a December 2026 deadline to fully implement a robust set of regulations enhancing water safety standards. This regulatory package includes Delegated Regulation (EU) 2024/369 and Implementing Decisions 2024/368 and 2024/365, which together create a comprehensive framework for the approval of substances and testing of materials in contact with drinking water. 📜 A key component of these regulations is the development of European positive lists, detailed in the Delegated Regulation. These lists will identify substances, compositions, and constituents that have been rigorously tested and deemed safe for use in water contact materials. EPR • The first step towards compliance with Extended Producer Responsibility (EPR) laws for producers, importers, and brand owners is EPR registration. • Companies must register with the relevant regulatory bodies before manufacturing or importing products that are subject to EPR. • During the registration procedure, specific information must be provided regarding the products, the anticipated amount of trash produced, and the suggested waste management strategy. • The government can track each entity’s accountability and make sure they follow the set rules by registering them. Why Government introduced E.P.R. Authorization? • With the rapid increase in e-waste, G.O.I. reviewed the current legislative choices and found that handing responsibility to makers and importers may be the best method to address such a situation. • Extended Producer Responsibility, in general, refers to a policy-based strategy in which makers are held accountable for the smooth treatment or disposal of post-consumer products. https://lnkd.in/gr8pkjnJ

📢 Ministry of Environment of Korea amended 4 regulations under K-BPR. 1. Regulations under K-BPR are amended to re-designate the national authority in charge. National Institute of Chemical Safety will take over with all the tasks regarding these regulations from National Institute of Environmental Research from April 30th, 2024. - Regulation on Application and Issuance of English Certificate for Consumer Chemical Product and Biocides - Regulation on Designation, Safety Level, and Labeling of Consumer Chemical Product. - Regulation on Safety Container and Packaging of Biocidal Product - Regulation on Labeling of Biocidal Product 2. Regulation on Designation, Safety Level, and Labeling of Consumer Chemical Product is amended. Please note that the enforcement date differs by the topics. - Negative lists and restriction lists for 20 product types will be revised, including detergent and laundry detergent. (Will be enforced from January 1st, 2025) - Mandatory disclaimers for deodorizer, bleaching agent, adhesives for beauty, and artificial snow spray are updated. (Enforced on April 19th) - All capsulated products, not only the laundry detergent, will be obliged to have child-protection container. (Will be enforced from July 1st) - The definition of humidifier is revised for clearer understanding. (Enforced on April 19th) - Negative lists and restriction lists are set for air freshener and detergents, which are continuously emitted to the air. (Enforced on April 19th) - Preservative lists for 19 product types are revised considering the results of risk assessment. (Enforced on April 19th) - If the weight or size of product is over 50 kg or 50 L, strength and leakage test for the container can be waived when the container already passed the tests under Act on the Safety control of Hazardous Substances, Ship Safety Act, and Aviation Safety Act. (Will be issued from July 1st) The allowable error of weight or size is set to 1%. (Enforced on April 19th) - For laundry detergent and fabric softener containing surfactant, the biodegradability standards apply same without distinction between synthetic surfactant and natural surfactant.
